Annie Cowan

Executive Director, Institute for European Integrity
Annie Cowan

Annie has a strong background in the NGO space at the EastWest Institute, a leading international think tank focused on conflict prevention and Track II diplomacy. Her work and expertise focused on economic, corruption, trade, and security issues pertaining to Afghanistan as well as regional dynamics and dialogues with countries such as Iran, China, Russia, Pakistan, India, Turkey, and Turkmenistan in addition to European states, the EU, and the US. Annie worked extensively with the elected former government and civil society of the Islamic Republic of Afghanistan and other involved governments and continues to maintain relationships and involvement relevant to current issues facing Afghanistan. In addition, her experience at EastWest Institute involved EU-US-Russia and EU-US-Iran relationships, counterterrorism, nuclear cybersecurity, and other issues. Prior to joining the nonprofit world, Annie worked as a researcher providing intelligence and due diligence investigative work to corporate clients.

Brannan Brouse

Director, Special Investigations: Democratic Resilience & Financial Crime
Brannan Brouse

Brannan Brouse focuses on understanding how a country's value system can become destabilized or undermined through malign influence and finance networks. Prior to joining the nonprofit and research world, Brannan served as a human intelligence collector (HUMINT) supporting the United States Army Special Operations Command (USASOC). A graduate of John Carroll and Staffordshire University, Brannan's academic background includes degrees and honors in the philosophy of mathematics and language. His OSINT investigation into a faux Russian human rights organization, published in 2021, was one of the first public reports exposing the group and put forth conclusions that were subsequently reflected in an unsealed US indictment involving the organization.

Olga Lautman

Senior Investigative Researcher & International Investigative Coordinator
Olga Lautman

Olga Lautman is a Non-resident Senior Fellow at the Center for European Policy Analysis (CEPA). Olga’s research focuses on the cross-section of organized crime and intelligence operations in Russia and Ukraine, their impact on the West, and the monitoring of active measures campaigns conducted by the Kremlin to destabilize democratic practices and influence foreign elections. Olga maintains expertise on the current kleptocratic dealings in Russia and as a forensic accountant by training, she has robust knowledge of research software and databases tracking corporate structure, offshore practices, and political donations. Olga is fluent in English, Russian, and conversational in Ukrainian.

Andrii Luchkov

Senior Analyst & Researcher
Andrii Luchkov

Andrii Luchkov is an analyst with research expertise in Russia and Ukraine, specifically focused on corruption. Using open-source intelligence techniques and methods, Luchkov provides network analysis of kleptocratic groups in Eastern Europe. In addition, Luchkov volunteers at InformNapalm, a group that tracks Russian intelligence operations. He is fluent in both Ukrainian and Russian and speaks conversational English.

Josh Manning

Senior Researcher and Analyst
Josh Manning

Josh is a former Russia analyst for US European Command, where he briefed senior leaders on Russian political and military capabilities. He was among the first analysts to correctly predict Russia would invade Georgia in 2008. He went on to be a counterterrorism analyst at the Defense Intelligence Agency and helped support operations across the globe. He remains active in analyzing Russian military and political intentions as well as combatting Russian information operations.

Justen Charters

Senior Open-Source Specialist
Justen Charters

As an analyst, Charters finds information difficult for most people to locate. Examples include disinformation networks, the online alias of a spy, foreign influence, and fraud.

He has worked in the research field for over ten years and is passionate about open-source intelligence. He has cultivated worldwide sources for his reports and is continuously improving his abilities as an analyst and researcher. Charters is the founder and CEO of Unchartered, a research, intelligence, and marketing company.

Stephen Rutledge

Analyst & Researcher
Stephen Rutledge

Stephen served as a human intelligence collector in the United States Army with multiple billets and deployments supporting SOCOM, USASOC, 4th POG, and other joint multinational task forces. He has a Bachelor of Arts in Political Science and Anthropology with a Master of Science in Business Analytics. He specializes in all-source analysis and pattern recognition analysis through machine learning.
